Raised in Wellsboro, in which he however lives, Charlie was no complete stranger to rally growing up. The earliest, continually operating motorsport occasion in Pennsylvania, the Susquehannock Trail Performance Rally (STPR), had been were only available in his home town 38 years ago, and he went to the inaugural event together with his father.
